Not sure there is a correlation. The French revolution, which was all white, did not exactly embody freedom and natural rights - it was a mob mentality. The Germans did not exactly embrace these ideals (until we bombed them back to the stone age and then rebuilt them). The English still don't recognize Natural Rights - they see their rights coming from the government.
However, people of various races, if they are taught the principles of western liberal (in its real meaning) thinking do just fine in our Republic (see Clarence Thomas, Thomas Sowell, Michelle Malkin and any number of other "minorities"). We could have an ALL minority country, if more than 50% of the people were taught, understood and were willing to live under the principles upon which Declaration of Independence and the Constitution were based. Has nothing to do with race.

So, give us a list of the non-white, non-Western nations that have recognized freedom and natural rights.
And your second paragraph is irrelevant and filled with enormous ifs. My original comment related to nations or civilizations that have actually recognized freedom and natural rights, not some Utopian what ifs about the future.
