I am sure the devil is in those details. I would imagine there are primary means of disposal and alternate means based on availability and other factors.

Nobody wants to quantify and qualify on record state rules tossing babies in dumpsters and going to the landfills. But facts are facts.

Well this is how you do it, just like how the anti-death penalty crowd has stopped states from carrying out death sentences because they attacked the companies making the poisons and the poisons are no longer available. The Right to Life lawyers can go after the disposal of aborted babies.
Without disposal the abortion clinics have to stop operations or be fined, jailed and closed.
