It turns out the two were sparring over who hates Trump more.
With the problems with Chris Collens dropping out New Yorkers are screwed.

Cuomo must endorse Nixon and gracefully hand over the Governorship to her, in the name of white privilege, sexism, male chauvinism, etc.

“Yeah, as soon as you do,” Cuomo said.
The last sentence appears to show Cuomo admitting that he is a liar. Likely a rare moment of honesty from him.
