The mill appears to be a CNC device - note the bank of controls on the extreme right of the picture - a lot more expensive than $10k even on the used market, probably closer to $30 - $40k.

You can actually buy full CNC enclosed cell mills used for under 10,000.

Almost certainly, a snitch, informant, or sting was how the authorities found the place.
