Here is how you shut down the Mueller investigation.
Mitch McConnell has no choice but to adjourn the Senate sine die around December 14th, as the 115th Congress comes to a close. McConnell cannot use pro forma roll calls to keep in session a Senate that no longer exists. It must adjourn with all work concluded. Then there is about a three week period before the new Congress is sworn in. This only applies after a mid-term election, when a new Congress is elected. This is the capital T "THE recess" referred to in the Supreme Court case against Obama's illegal recess appointments.
Once the Congress adjourns, President Trump can fire Attorney General Jeff Sessions (and anybody else), and recess appoint a replacement. Members of the Senate have said they will not confirm any replacement for a fired Sessions but a recess appoint will be good until the end of the next Senate session before Senators would get to confirm a new Attorney General, which would be at the end of one year.
Once the recess-appointed Attorney General is sworn in, he will not be recused and Mueller will immediately revert to reporting to the Attorney General directly. The new Attorney General can immediately change Mueller's charter or shut it down outright, and control what happens to any report Mueller may produce. If Mueller leaks the report on his own, his pal Rosenstein won't be in a position to have his back covered.
When the Attorney General's recess appointment ends at the end of 2019, by that time things will be very different. Republicans will be loathe to retaliate against Trump's new Attorney General nominee, as we will be moving into the 2020 reelection season and nobody will want to run as a Trump obstructionist when Trump is also running for reelection.
