One could embed encrypted information within a transmission. I have heard that it is not as easy to do it with HAM radio. But it can be done. Remember that the old style xbaud modems used the audio/telephone lines to send lots of data. There is usually a limitation. If you could do this without being detected, then it might be a way to preserve communication. No doubt, there would still be some form of communication.
You might be able intercept communication and rebroadcast with the embedded messages without anyone knowing? People are smart, though.
Anyway, the first to go would be the HAM radio operators as well as the news agencies, and any other forms of unapproved communication.
It is awful to think of a time when we would have to do this. HOWEVER, we are in good company with the founders of this great country who created the 1st and 2nd amendments for this very same reason. No, the right of the legal citizen to own weapons is not for hunting purposes.
Our founders were smart and had a valid concern about too much power within the government.
I traveled in the flat Western States and looked at the towering combines and thought that they were excellent for laser smorse communication. Poperly constructed laser projectors would be all but invisible to anyone but the receiving location.
