I've never seen solid confirmation on the USSS saying "Trust the Plan", but I did hear a lot about it. The Rally you speak of was the Rally 2 days after the Tampa Rally in PA. Still, the Tampa Rally was the only Rally I know of where homemade signs were permitted (unless sneaked in).
