One of two things happened, either it was a maintenance issue where something was not put on properly or there was FOD ( foreign object damage ) on the runway and they hit something and cause the tires to blow. It is normal to not retract the gear if you have a tire failure on take off. You don’t know what you’re bringing back into the airplane especially with the maingear you could be bringing a fire inside the wheel well. With the gear extended your range is significantly reduced so it makes sense for them to burn fuel or dump if they have that capability to make landing wait. They don’t need to issues with the airplane, tire failure and an overweight landing.

I wonder how long it will take to burn of enough fuel? They where heavy with fuel.
