I was at a Training Class for WMD & Terrorism when I was in the Water Treatment Business.
At one point the Teacher (who was from The Department of Homeland Security) asked who We would consider to be a Threat to a Treatment Plant or Distribution System?

I tossed out MS-13 and She gave Me a look of suprise then spun and added it to the list on the Whiteboard.

From what I have seen as a teacher, gangs recruit the laziest and the dumbest kids, so... I don’t know if organization is going to be a reliable item in their skill set.
Top down reorganization will make them easier to destroy. The franchise model is much more difficult to take out.
