No need for the President to heed a judge ruling out of venue.

The only judicial action against a president is impeachment.

He cannot be subpoenaed to any court.

He cannot be enjoined by any motion for joinder.

Only the house of representatives by majority vote can summon a president.

In theory, but not in reality. A judge could issue an injunction against Trump preventing him from removing anyone else’s security clearance, and it’s unlikely Trump would defy it.
