There’s really two scenarios: one you’re a cleared contractor in between jobs or recently left the military. It doesn’t make sense to redo your investigation to grant the clearance.
The problem is a certain class of elites get “consultant” positions primarily to maintain their clearance. It’s a dirty game and it’s far too prevalent, but it’s a tiny percentage of active clearances. Stripping every would do nothing but increase costs and make the investigation backlog impossible.
