In early 2016, John Brennan leaked that an allied Baltic country had intercepted Russian communications that implied Collusion. Brennan met with the Russian chief of such evils and told him to lay off (very effective). Then Brennan handed the case over to the FBI, starting its anti-Trump “counter-intelligence operations”. Congressman Devin Nunes states that no such documents or findings exist in the FBI’s records. The narrative then magically morphed into Australian intel telling US counterparts that Alexander Downer told them about a happenschance pub conversation with George Papadopulous. But wait, that morphed into Downer arranged the meeting, and actually told someone at the US embassy, then Clinton loyalists in the State Dept relayed the news to the FBI. The author seems to be multiple lies behind.

My assumption is that the author’s “Russian intelligence document” was broadcast by CIA operatives so the “Baltic ally” could intercept it and light the Reichstag fire Brennan craved.
