When Candidate Trump made the remark, it was right in the midst of Guccifer 2.0 and a cloud of Paranoia over the hacking or leaking (it is determined to be a leak).
So the remark was a sarcastic snide at Candidate Clinton and her computer security woes and her spoliation of evidence be illegally deleting 30.000+ emails.
Candidate Trump’s job was to draw a distinction between himself and his opponent which was in full view as to her incompetence and criminality.
Note that Brennan mentions nothing about Clinton’s illegal server or the illegal storage and transmission of classified material in the illegal server or the spoliation of evidence or the Clinton ties to Russian oligarchs and FVEY agents in contact with Russian agents.
Retired CIA agents have said on video interviews that Brennan is the worst type of agent, that he was a ‘yes-man’ with no principles, no sense of ethics for a federal officer, guilty of leaking classified material to the press, and a litany of injustices and wrongful acts. In short, Brennan is a monster promoted into position by criminally minded politicians.

TDS is definitely for the run-of-the-mill Trump-hating democRATS and liberals. They are the crazed or the "touched" or the unwashed depending on your viewpoint.
They're the ones who cry wailing at the moon that Hillary lost. Or the ones who can't put two words of English together without one of those words being "f*ck" and the other one being "Trump". Or the perpetually aggrieved and offended who make it a lifestyle to point out how bad everything in the world is....because of Trump.
But for guys like Brennan, who favors himself as a globalist, it is much more than simple TDS. Oh, sure, he hates Trump but that's not his biggest issue.
Brennan is beyond TDS. He's at the I-know-the-gig-is-up-and-my-ass-is-in-a-sling-so-I-better-throw-all-I-got-at-the-guy-who's-coming-to-get-me stage of the realization process.
Brennan is not deranged about Trump. Brennan fears Trump because nothing they have thrown at him so far has stopped him from continuing to drain the DC swamp. Brennan knows he's one of hunted.
Brennan's been put on notice that he is in Trumps' sights now.
