Sounds like you are in the offshoring business desperately trying to justify outrageously unethical business practices.
The majority of our IT workers are right here, in the heartland of the United States (6k-7k of us).
We regularly report to the Department of Labor as required by all firms and do so accurately and truthfully through many checks and balances.
You also seem to be ignoring the other posts of other folks who confirm the same take I have.
Abuses absolutely occur. But to say that we should be giving jobs to poor performers over good performers is just too liberal of a concept for me.

Texas ain’t “the heartland” and your story is full of holes.
I don’t buy a word of it. I find it far more likely that you are with an H1-B processing firm than a real employer of IT staff.
