When a job req has many bullet points, the Indians will lie and update their resume with the exact bullet points copied and pasted into their resume.
Indian hiring managers expect it so they can say the Indian matched perfectly but the American did not.
Corruption is endemic in the eastern world, Especially the middle east and india.
And there is an entire industry of people who do nothing but take tests for others for their "certifications". They've pretty much rendered the entire concept moot.
