That does not match what I’ve observed here in Silicon Valley. H1B program is rife with abuse - Indian workers are hired over better qualified US citizens because the rates (even with recruiter markup) are far cheaper and they are easier to jettison for any reason. The program could be terminated without any ill effect except to force tech companies to pay US workers more competitive wages and perhaps to engage tech companies to do more STEM training.

I don’t believe a word of that, as it completely contradicts what a legion of industry veterans, including myself, have witnessed firsthand for many many years.

My SIL is in tech recruiting. He agrees with you. But most here recall the Disney scandal of hiring foreigners to replace US citizens. Employers have a difficult time finding good employees.
