You have to keep in mind that the time shown in the Twitter page is in the time zone of the person viewing the tweet . Hence if Kristol was in the Eastern Standard Time (presumably the case), and the viewer taking this screenshot was in the Pacific Standard Time, Kristol could have sent the tweet at 2:07 PM Eastern time.
Without time zone information, we can't know - based on this screenshot - when Kristol sent the tweet. Twitter really should always show time zone information in their display.
