The article states “a small item” ... “a keychain”. Was this a keychain for sale, or was this a keychain with KEYS on it? small items can be very valuable.
One thing wrong with what they are trying to portray...stealing “a small item” is still STEALING.
There is no “pass” for the size or worth of the item, just varying degrees of punishment.
