The downside with satellites is that they are so predictable. Orbital mechanics. When you know that a satellite is going to make a pass, you can hide stuff. Hangars, tarps, get it out of sight. Yes, that is done by us, and others. Not that easy with a Blackbird, especially even that old bird had a small RCS.
