Nah. They're still useful for interstate auto theft rings and bank robbers. Just strip the Bureau of its Counterintelligence function and ability to spy on US Citizens. CI is about a quarter of the Bureau personnel and budgetary expense, so its budget can be reduced accordingly.
And give the domestic CI job to the Department of Defense, whose agents are under the Uniform Code of Military Justice. Bring back CIFA, abolished by James Clapper in 2008 for being so unfair to his muslum friends and their attorneys at Gitmo.
