I like you proposal with two modifications:
1. Eliminate the biometrics. Biometrics are notoriously unreliable. It would not be possible, for instance, to have a database where you would scan your face, or thumb, or whatever, and have the system produce your name with even 50% reliability, much less the kind of robustness you would need here. Rather we should just scan the barcode on voter’s driver’s license, to compare that to the voter registration list and check the name off.
2. Students should vote where they live most of the year, just like everybody else. Making them vote at their parents’ addresses further infantilizes them. They are residents of the city in which they reside, just like you or me.
College campuses are notorious for election fraud IE stuffing ballot boxes as seen in 2000, 2004, 2008, etc.
