Giuliani told CNN that the letter would represent "a good faith attempt to reach an agreement" with the special counsel's office on a possible interview between Mueller and the president, which Trump's team has warned would not be allowed to focus on questions of obstruction of justice.
Questions on Trump's remarks about former national security adviser Michael Flynn and fired FBI Director James Comey would be off-limits, as Trump's lawyers view them as "perjury traps," Giuliani told CNN. "For example: 'What did you say about Flynn?' 'Why did you fire Comey?'" They already know our answer," Giuliani said Wednesday.

A stalling tactic for Trump? The longer they string out the possibility that Trump will talk to Mueller, the less chance “Mueller will come out with anything, albeit likely pitifully weak, right before the midterms?
I think Trump is playing a serious game of chicken with Mueller - holding back on declassifying all the FISA/Russia stuff in case Mueller unleashes an “October Suprise”. This way the declassifaction release would be sure to overtake anything that might hurt Trump.”

Hopefully it has a few caveats that would ensure no interview.
POTUS needs Rudy out front because this whole matter is political, not criminal. PR will mean everything and Rudy is fairly well received by much of the country. America’s mayor.
personally, i think Rudy is just stringing Mueller along, putting so many conditions on an interview that Mueller won’t agree, and then Trump can say he made a good faith effort ...
It’s not a matter of naivete. Rather, President Trump believes very strongly in his own powers of persuasion. And why shouldn’t he since his entire life’s experience reinforces his confidence. But the whole Mueller thing is about setting him up for impeachment, and I don’t think the President fully appreciates the danger. He is not naive or ignorant, just naturally inclined. The very fact that his attorneys are negotiating with Mueller indicates so.

But my instinct agrees with all those who would advise President Trump to NOT get anywhere near Mueller for any kind of interview.

I think this is like Trump’s tax returns. He strung that along for quite a while before saying “no, forget it”.
As for declassification, I think they want to hold a lot in reserve. So as more things are revealed (eg. Steele / Ohr) they can release other disputed stuff like the unredacted Carter Page FISA and still have plenty of ammo.
DeClassification is also a huge weapon against the Deep State. They classify everything, not to ensure “national security”, but to cover up their incompetence and wrongdoing.
The threat of declassification is big leverage against them.
This is a fight to the death. At the end only one will remain standing: either Trump or the Deep State UniParty Swamp.
Trump needs to use every weapon to maximum advantage, including timing.
It’s frustrating, but the Swamp is powerful.
Also, there are people caught in the middle (eg Rosenstein, Wray) who realize that one side or the other will win. At heart they are Swampers but they don’t want to choose sides and end up choosing the losing team.
If Trump starts to look like winning this thing, Rosenstein and Wray will jump on board: “Hey, we were with you all the way.”
If Trump looks like he will go down, Rosenstein and Wray will stab him in the back for sure.

I have wondered why.
I wonder (Semi-speculatively) if it is because of the moves by the Left to criminally paint everyone who is part of the Trump team, and the only person who would agree to enter willingly into that abuse as a lawyer is Rudy.
