Yes, it could be. However, the hand sign the woman in the photo is making is showing the back of her hand, not the palm. Sometimes, in some cultures, reversing the orientation of the gesture gives a new and different meaning to the sign.
For example, in informal British hand signing, a “V” with the thumb and forefinger means one thing displayed palm out, and quite another when the back of the hand is shown. ;-)
Oops, that should be “a V with the fore finger and middle finger...”
