You’re right, its too much. I’m in a neighboring district and there’s no way any party is going to get 87% turnout in a special election. It’s a number that would be hard to reach in a presidential election year, much less an off-year, much less a special election.

It’s not 87% turnout of their registered voters. It’s 87% of their 2016 election numbers.
It’s still really high to get 87% of 2016 numbers, but I guess it’s possible.
It’s not 87% turnout of registered dems, it’s 87% of dems who voted in 2016. Yuuge difference.
