In theory, tenants would want to keep up the property they were occupying and managing, and at east make sure it was safe. News stories implied slum conditions, with tenant trash and junk in the hallways. Ain’t socialism grand?
No. KCTMO was (is) a sub-contracting company wholly owned by the Borough, not tenant-run.
