The shooter easily evaded the so-called perimeter that the shelter in place police officers set up. They didn’t try to take him alive. They didn’t try to take him at all.

Not a suicide-by-cop as in most such scenarios, but I agree, police lethargy seems to have kept it from being a suicide-with-collateral-damage-by-cop which is what Cruz would have otherwise walked into. Cruz hated the world and he hated himself. It was a scenario in which he could, so he imagined, carry out vengeances on both. If he’d done it, say, in Levy County, he’d be dead now and not on the news.
