The fact that a city employee had to call for backup says a lot more about government than a few kids playing a prank.
When I was a kid we would have given our right arms for a prank that would get the adults THIS freaked-out.
Of course today kids can shut-down entire school districts by scribbling the word “GUN” on a bathroom wall.
