The right time is when the material is no longer being held under seal of the Grand Jury underway by Huber. Meaning he indicts people. This is all in POTUS discretion; FISA is not covered by FOIA but preservation of any evidence chain is imperative.

it would be nice if they waited till indictments, but imo not necessary..the people who wrote the application and their co conspirators already know what is redacted. they may or may not know what others have testified to, but that is not in the redactions. so it hits the news media, will it affect a future grand jury? doubtful imo.
as for a trial after it comes public, it will come down to that ever present age old struggling right of free press vs right to a fair trial....this is usa not canada or uk..publication ban near impossible..
