If I was really into science fiction, I would be worried that the CIA is somehow working on remote behavior modification. Something you would see in a Dean Koontz conspiracy laden book..
Didn’t one of our agencies experiment with making people and a Navy (I think) boat invisible during WWII? I think too many individuals are suddenly becoming unhinged for it to be just a fluke.
