The language is twisted. The H1-B and other visa programs are LEGAL in the sense that Congress (Democrats and RINOs) have passed laws to start and continue the programs. They are ILLEGAL in the sense that the excuses they used to create and continue the programs have been fraudulent from start to now.
Half of the American citizens who have earned STEM degrees since Y2K have not been able to get hired in their fields.
For every one STEM job created since Y2K, 1.4 visa immigrants have been imported.
The simple fact is that we never needed one single imported H1-B or L1 visa worker for any STEM job in the USA. More than 16 million qualified American citizens have been displaced from their jobs and careers in the past 18 years for no good reason.

The language is accurate. Anything given color by law is legal. Our problem is ILLEGALISM long before you get to any lawful actuality.

BTW the highest IQs are in East Asians. Our labor force quality is diluted by Affirmative Action and grade inflation.
