They do parts of their training on publicly accessible beaches and not closed, military restricted areas. This is why they called the police. They are not authorized to make an arrest and although they could take action to prevent injury, etc, they don’t want it to become a big incident making local and national news. That encourages the other fruits and nuts to emulate. The local police are aware there are unannounced training exercises and usually handle any issues quietly and without fanfare.
