I've been hearing these "grid horror stories" for the past 30 years.
If the dam grid doesn't get wiped out from an EMP, it wont matter because global warming is going overload it and it'll fail anyway.
Then the slimy politicians wring their hands until nothing happens and then they never do a thing about the problem until they start crying during the next crisis.
If any grid in the country goes down now, the people serviced by that section deserve what they get.
We've known that we are supposed to be susceptible in this area and have done absolutely nothing about it.

What you call “grid horror stories” are actually intelligent people projecting possible future shortages of electricity.
As the politicians have mismanaged California’s electricity supply there will gradually be shortages during peak periods. This will cause rolling blackouts during peak days.
Just like in a backward, third world country.
