Possibly. My issue is that he had existed the building surrounded by hostages. A round would easily pass through him and hit a hostage. Whatever the case, he apparently was not armed.... so, why shoot at all. There was no claim in the written story that he was holding a gun to a hostage.

No, the perp was armed. But he wasnt shooting at the moment and there were many innocent people about.
from other online news reports, the impression i get is that the manager was shot just around the time that the suspect entered the building, not when he left, and so that would have been a considerable time beforehand. This report gives what seems to be a mistaken impression that the shot that killed the manager happened as the suspect was leaving the building. I only wanted to point out that this report is actually a bit ambiguous in regards to the timeline of the fatality vis a vis the suspect exiting the building.
