"Actually" he said a lot of evil things but there's no record of him having said this one. Nor Lenin, Marx, Mussolini, Machiavelli or any of the other people who this quote is sometimes attributed to on the internet.

The closest quote to this is from Goebbels, who was being doubly deceitful by accusing his enemies of using this tactic:

Socialists need an unemployed underclass of at least 10% of the country’s population to ensure a strong voting base to whom the politicians can promise ‘free stuff’. Do you know Saul Alinsky? He was the mentor of most of the leading liberal politicians of our time- including Barack Obama and Hillary Clinton...and anyone who doesn't know him should do so as soon as possible - so much of the craziness we see in libs today becomes instantly understandable with a quick reference back to his philosophy - the incivility, the attacks on all who disagree? - Alinsky said never reason with your opponent - you can't win logically - always attack personally and never give them the chance to respond - the dearth of meaningful goals and solutions? - Alinsky didn't want problems solved - he was after only power, and he said you became compromised once conflict ended - always keep the chaos going he preached, that's the way to wrestle power from your opponent - well worth getting to know Saul.....
