Your confusion appears deliberate.

The store keeper was attempting to apprehend and arrest the thief.

He has the constitutional right to do so.

If he did not have that right, then neither could anyone else, including any ‘police’ or other governmental body.

The only constitutional power of arrest that exists is the citizen’s power of arrest.

I know my efforts are like trying to put gold into your toothpaste tube, but so be it.

So let me get this straight. You actually believe the shooter had a lawful right to shoot a fleeing thief from point blank range when that thief presented no danger at all to the shooter or anyone else? Have I got that right?

Dude; you will end up in prison one day if you believe and try doing this yourself. Not even a cop has the lawful right to do that.

I think you need to work on your toothpaste tube some more. Maybe try opening the bottom end and fill it that way.
