The essence of his argument is about data transfer speed. Specifically On the evening of July 5, 2016, 1,976 megabytes of data were downloaded from the DNC’s server. The operation took 87 seconds. This yields a transfer rate of 22.7 megabytes per second.

He and others argue that's not possible. But it is easily doable from one data center to another almost any decently connected country. Their argument relied on data rates to residential users, but those are obviously slower. I just tested and downloaded a 1GB file to my server in 30 seconds (33 Mb/sec) The file came from thinkbroadband.com which is in the UK and my server is in NJ.
