Did none of you watch the hearing? That is not the way he behaved in front of the committee. It’s someone’s idea of a joke!

It is a couple seconds on a loop. It may be sped up a little. You can tell it’s real by the people moving behind him. They seem jerky at times, but that is just at the restart of the loop. Otherwise they are moving normally.
I watched the hearing, and he did act like that. Certainly not all the times, but there were scattered moments where I was trying to discern if he was having tics or mini-seizures. (I’m a nurse, so my mind goes that way.) Only afterward did I see these memes. They are slowed-down and looped, which certainly exaggerates the movements, but there were discernable oddities like this during the hearing.
