And answered to them, not to Comey or Wray. Basically, he was a handler for the FBI 7th floor so they knew that Obama/Clinton/VJ/Brennan were watching closely; that they should not hew too closely to that silly FBI mission statement and remember where their bread is really buttered.
This may also explain why the FBI hasn’t fired him or taken away his clearance. He’s not really their employee. Someone in the IA is calling the shots.
