According to Jacob Rees-Mogg, May hired Remains to staff her Brexit office. Perhaps the context was that the ***initial hires*** were Remains until pressure was put on her to balance the composition.
There is much confusion.
It is reported that Boris Johnson was a Remain and enemy of Brexit.
It is also said that Davis was initially a Remain who somehow became a Leave.
It would be good to have more details to discern who is really who they say they are.
There’s confusion between three groups: the Cabinet - all Government Ministers and elected politicians; the civil servants (permanent officials who are non-political) of the Cabinet Office; and May’s private office, who are hired political advisers.
