Actually, the queen can dismiss the prime minister and appoint a new pone.
The queen can veto all parliament bills.
The queen can declare war.
The queen can dissolve the parliament and vote voting for a new one.
I am certain that the actual parliamentary vote was delayed for that very same reason.
