Snowden disclosed that the NSA could fake hacks from Russia, China, North Korea, Iran or anyone they wanted to--it is clear that no claims of foreign hacking can be validated by reasonable people who don't have an axe to grind.
But, Trump is being unfair to Obama and the Deep State when he says they didn't act.
They determined where the real leak came from and took Executive Action--they murdered the perp.
His name was Seth Rich. :-(
