Actually, while I was in charge of General Dynamic’s reengineering project, I read the entire set of policy manuals. I could barely hold my eyes open with toothpicks. My takeaway was that some of them conflicted so you could, for example, be fired for doing “X” or not doing “X.” When I pointed this and other issues out, my boss just grinned at me.
