I think McConnell can set time for debate and schedule a vote. He will allow a long debate as he said the vote would be in Th Fall - sounds like early October

I think you are correct. The rules are determined by the Senate leader and since he has already waived the 60 vote rule (thanks to Harry Reid) he just needs to limit the questions to however many minutes it need be to have the 100 Senators get it done in a week or so. Then call for the vote.

McConnell wants Kavanaugh to be confirmed before the new term for the SCOTUS begins the first Tuesday in October, so the vote must be in September. Confirmation would be in 66 days, the same as Roberts and Kagan.
