I thought this was settled with Arizona being slapped down for exercising state-level immigration laws.

TRUE, but AZ votes Red and Mexifornia votes Blue. So our AZ law - although written practically identical to US law - is not permitted. Mexifornia, however is free to do whatever they want under the 10th Amendment.
