I’m wondering if Trump has identified him as someone not to trust anymore, yet someone he still needs for some reason, so he’s moved Shah to a position where he can’t do much damage. If Trump gives him a list to choose from, and Trump doesn’t really mind which one it is, it’s busy work that keeps Shah useful but out of the loop he used to be in. Sort of like making someone an ambassador to get him out of the way.
To be honest, aside from Sykes and Pryor-and Barrett, to a lesser extent-the list isn't that impressive.
