I think Elicott City is and has been gentrified with the long local peoples of color being displaced going uphill to the west.
It was a farm town basically, near Baltimore. Not over many people of color ever. It’s been gentrified in a sense but it depends on your meaning. I don’t consider a bunch of hippies necessarily gentrified.
