Does the code provide for good/bad behavior distinctions in the distributions? We might WANT an emperor but to actually get him could be dangerous. I’d sooner see the code followed and used to accuse treason, etc.
We don't win wars anymore because we play by different rules than the enemy. Maybe we should learn something from that?

I’m not sure about the wording, but I would presume that if a municipality refuses to do the work that the Feds would pay them to do, they oughtn’t to accept the money. Alternatively, the Feds should not pay them.
