the Constitution is quite clear on that authority ... it lies with the President and there are no limits or pre-conditions ...
we were one vote away from the U.S. Constitution being eviscerated by the fascist left ... and that one vote was provided by the people electing Donald J. Trump as our President ...
Well I agree it should have been 9-0 but we have 2 communists on the bench who don’t consider the law or the Constitution. Until those two die off we will continue this way.

I suspect the four voted that way just to make the statements they did in the dissent. i.e. they voted that way because it didn’t change the ruling, and gave them a chance to vent their hatred of trump.
