That's what I read it to mean.

He was wise in not advocating for lethal force in so many words. That would so be used against him.

By using the innocuous sounding word of *neutralize* then he can play innocent and accuse the accusers of reading more into it than he meant and making them look like the bad guy. He's using their tactics against them.
