“...old south black” what does that mean?
It means being arbitrarily denied service in restaurants. The kind of behavior that motivated the 1964 Civil Rights Act - which Senator Barry Goldwater opposed on grounds that people had the free association right to not provide a service to someone, just because.

Thomas Sowell has noted that although Democrats like to claim that society has not improved and ever more government in needed, he - a black man - was able to publicly dine with a white blonde woman in a restaurant in Atlanta without incident. Whereas back in his youth, he would have gotten lynched for trying that.

It is progress if people have to ask what “being treated like an old south black” means.
